A few weeks back (in issue #26), we took a look at the "Empathy Algorithm" to learn about how AI can be trained to understand and respond to customer emotions… but we only scratched the surface.
Most LLMs today are trained primarily on English-language data, so when these systems encounter individuals from different cultural backgrounds, with different values, communication styles, and expectations, they often fall short.

UNDERSTANDING THE CULTURAL AI CHALLENGE 🌍
The challenge of building culturally-aware AI is about understanding the deeply embedded values, communication styles, and worldviews that differ across cultures.
The Three Layers of Cultural Understanding
Layer 1: Language
An AI system needs to understand grammar, syntax, and linguistic patterns of different languages. This is where most current AI systems focus their efforts.
However, a system that speaks multiple languages but doesn't understand cultural context will still make mistakes. For example, the concept of "customer service" means different things in different cultures. In some cultures, it emphasizes efficiency and speed. In others, it emphasizes relationship-building and personal attention.
Layer 2: Communication Style
Communication style is how people express themselves differently across cultures. In some cultures, directness is valued, while in others, indirectness is preferred.
An AI system trained on direct communication styles might interpret indirect communication as evasiveness or lack of clarity. Conversely, a system trained on indirect communication might interpret direct communication as rudeness.
Layer 3: Values and Worldviews
Different cultures have fundamentally different values. Some cultures emphasize individualism and personal achievement, while others emphasize collectivism and group harmony.
An AI system that doesn't understand these fundamental differences will struggle to provide culturally appropriate responses.
Why Current AI Systems Fall Short
Most AI systems today are trained primarily on English-language data from Western, individualistic cultures. This creates several problems:
1. Language Imbalance
The vast majority of training data for AI systems is in English, meaning that AI systems are optimized for English speakers and perform significantly worse for speakers of other languages.
2. Cultural Bias
Because the training data is predominantly Western, the AI systems learn Western values and communication styles. When they encounter customers from different cultural backgrounds, they often misinterpret or misjudge.
3. Representation Gaps
Even when training data includes multiple languages, it often doesn't include diverse cultural perspectives within those languages. For example, Spanish-language training data might be dominated by Spanish from Spain or Mexico, missing the perspectives of Spanish speakers from other regions.
TRAINING AI FOR CULTURAL NUANCE: THE TECHNICAL APROACHES 🛠️
Approach 1: Cultural Prompting
This involves explicitly instructing the AI model to consider cultural context when generating responses. This doesn't necessarily require retraining the model, but does require better prompting.
Research from Oxford shows that cultural prompting is surprisingly effective. By adding instructions like "Consider cultural differences in communication style" or "Respond in a way that's appropriate for a [specific culture],” you can significantly improve the cultural appropriateness of AI responses.
Approach 2: Fine-Tuning with Diverse Data
This approach involves taking a pre-trained model and training it further on data that represents different cultures and communication styles.
The key is to ensure that the training data is truly diverse. This means having data in multiple languages that reflect different cultural perspectives, values, and communication styles within those languages.
Approach 3: CultureLLM Framework
A more sophisticated approach is the CultureLLM framework, which was specifically designed to incorporate cultural differences into LLMs. This approach combines several techniques:
Cultural dimension mapping: Map cultural dimensions (like individualism vs. collectivism, power distance, uncertainty avoidance) to specific model behaviors.
Targeted fine-tuning: Fine-tune the model on data that represents different positions on these cultural dimensions.
Cultural inference: Build a system that can infer the cultural context of a user and adapt the model's responses accordingly.
REAL WORLD CASE STUDIES
DHL: AI Customer Support

DHL operates across dozens of countries and languages, making scalable customer support a core challenge. To address this, DHL uses AI-powered chatbots and virtual assistants across platforms like myDHLi to handle common inquiries such as shipment tracking, delivery status, and documentation questions.
These systems focus on intent recognition and automation, helping customers get fast, accurate answers while routing complex cases to human agents. The results are improved response times and more efficient global customer service.
Netflix Content Recommendations

Netflix’s recommendation system is built on analyzing individual viewing behavior, such as watch history, search activity, and engagement patterns, to personalize what each user sees. Rather than relying on global or region-wide models, Netflix primarily tailors recommendations at the user level, reflecting personal preferences and local availability of content.
Alongside this, Netflix invests heavily in regional and local productions across markets, which naturally increases the visibility and consumption of local content within its recommendation feeds.
The result is a platform where both global and locally produced titles surface based on what viewers in each market actually watch and engage with, helping drive relevance and user satisfaction.
WHAT MAKES CULTURAL AI HARD? ⚠️
Data Representation
Most AI training data comes from English-speaking countries. Data from other regions and languages is often scarce, low-quality, or biased.
This creates a cycle where AI systems are trained on limited data, so they perform poorly for underrepresented groups, which means fewer people from those groups use the system, which in turn means less data is collected, perpetuating the problem.
Cultural Complexity
Culture is complex and multifaceted; there's no simple formula for cultural understanding.
What works for one subgroup within a culture might not work for another, and generalizing about "Japanese culture" or "Latin American culture" can itself be a form of stereotyping. That means cultural training requires nuance and ongoing refinement.
The Bias-Fairness Trade-off
There's a tension between reducing bias and maintaining fairness. If you train an AI system to recognize and adapt to cultural differences, you're essentially building in cultural stereotypes.
In order to avoid stereotyping, training requires careful design, continuous monitoring, and human oversight. You need to ensure that cultural adaptation is based on actual user preferences and cultural patterns, not on stereotypes.
